Elections in 2005 produced a permanent constitution and a broad-based but Shiiteled government that has been unwilling or unable to take major steps to reduce Sunni popular resentment. That assessment generally comports with findings of a congressionally mandated (P.L. 110-28, FY2007 supplemental appropriation) progress report released July 12, 2007.
